ChromeBase don't return to login after log out (Ephemeral mode enabled)

Platform Version 11021.81.0 (Official Build) stable-channel monroe
Firmware Version Google_Monroe.4921.17.0
ChromeOS device model: LG Chromebase 22CB25S
Case#: 17630439

Description:
30% of machines do not return to login screen when users log out, as of the chromeOS 70 update.
It appears as though the computer part of the unit turns off and only the screen remains on.  
Shut down of screen and push of button restarts unit. Or plug pull.  
Happens to 10-12 machines each session, does not always happen to the same machines. 
CBases are used daily and this issue occurs consistently.


Steps to reproduce: 
configure DeviceEphemeralUsersEnabled
login on the device
logout

being able to login on the device without rebooting

Case#:17630439 customer has confirmed below.
"It seems that the 70 version of the Chrome OS is not working as it should.
However, on CrOS 69.0.3497.95(10895.56.0)is working as it should."
