What steps will reproduce the problem?
1.Launch chrome ,open devtools and 'Run Audit' on NTP.
2.Observe the 'Progressive Web App' Icon.

Actual  : Reading for 'Progressive Web App' is not seen after running Audit.
Expected: Proper reading should be seen for 'Progressive Web App' after audit is run.

This is a regression issue broken in ‘M-73’ and below is the 'Chromium bisect' information:
Good Build: 72.0.3626.0
Bad Build : 73.0.3627.0

You are probably looking for a change made after 612480 (known good), but no later than 612481 (first known bad).
