OS:  Win(7,8,8.1,10) , Mac(10.13.1 , 10.13.6 , 10.14.2) and Linux(14.04 LTS)OS 

What steps will reproduce the problem?
1.Launch chrome ,open devtools on NTP and click on 'Run Audit' button.
2.Now click on '+' (i.e 'perform as audit..') and observe text color for 'Run Audit' button.

Actual  : Text color for 'Run Audit' button turns black on second instance.
Expected: Text color for 'Run Audit' button should not turn black on second instance.

This is a regression issue broken in ‘M-73’ and below is the 'Chromium bisect' information:
Good Build: 72.0.3626.0
Bad Build : 73.0.3627.0

You are probably looking for a change made after 612480 (known good), but no later than 612481 (first known bad).
