Keyboard layout not applied

Issue description
UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36
Steps to reproduce the problem:
1. Using the following .Xkbmap:
-layout us
-variant altgr-intl
-option lv3:caps_switch
-option terminate:ctrl_alt_bksp
as well as
gsettings set org.gnome.desktop.input-sources sources "[('xkb', 'us+altgr-intl')]"
gsettings set org.gnome.desktop.input-sources xkb-options "['lv3:caps_switch', 'terminate:ctrl_alt_bksp']"
leaves me with a GERMAN keyboard layout only in chromium. (original layout of my hardware)
2. set the xkbmap and restart chromium
What is the expected behavior?
To have a US international keyboard
What went wrong?
The system settings are not applied, an error is thrown in the terminal:

I'm not perfectly sure that it worked with that version since I only encountered this problem after a chromium restart today and I have the buggy version since 11/20/18

Setting the configuration manually using "setxkbmap us" helped immediately....

Tried testing issue on chromium version #60.0.3112.0, chromium version #70.0.3538.0,latest beta #71.0.3578.0 and latest chromium #73.0.3630.0 using Ubuntu 17.10 by following steps as per commnet#0. Observed that in all the chromium versions the keyboard layout is not getting changed to US international keyboard and also display different errors in the terminal. Note: Unable to download branch builds of the chromium hence checked on above versions. Attached screenshots for reference (in screenshots observe the omnibox to see that keyboard preference is still in German). @reporter: Could you please review the attached screenshots and let us know whether all above chromium versions behavior can be considered as bad or not.So that it would be really helpful in further triaging of the issue. Please confirm if the issue is resolved or not as per comment#2. Thanks.!

Likely related to bug 912611 .

Hi swarnasree.mukkala@, the steps followed seem ok I think. Can you check again? bug 899881 ( bug 912611 was duped to it) was fixed and it's possible it covers this one as well, though the reports are different. This might potentially be fixed in canary builds.

In reply to comment#7. Tested the issue on chromium version #72.0.3626.0 and latest chromium M-73 #73.0.3656.0 using Ubuntu 17.10, by following steps as per comment#0. Observed that the keyboard layout got changed to "US international keyboard" after restarting the chrome and no error is seen in the terminal. Note: Could not download branch build of #72.0.3626.28, hence checked on the above version. @skare: It seems to be fixed on latest beta #72.0.3626.0 and latest canary #73.0.3656.0. Attaching screenshots for reference. @reporter: Could you please check the issue on the latest Chromium, you can download the latest Chromium from "https://chromium.woolyss.com/download/en/".
