Cant drag the title bar of a maximised window to tile on the left of the right.

What steps will reproduce the problem?
(1) Maximise a window
(2) Try to drag it to the left or right

What is the expected result?
I can put it on the left of right in a tiled state

What happens instead?
It doesn't move.

(Note: I am using a mouse for this. I assume the behaviour is the same for the trackpad)

This is something we've been meaning to add for parity since we introduced app dragging gestures in tablet mode. Omri should decide priority.
