Consider apply FtpDirectoryListingDelegate only for main resources

This is related to  issue 910489  but not blocking it.

Currently XHR can make a request to a ftp URL and FtpDirectoryListingDelegate works for such a request, but not sure it's important. Ideally, I think it's good to move the feature to frame loader or document loader from the general resource loading.

fetch API cannot make a request to a ftp URL.
