Toolbar disappears after exiting a fullscreen video in Full Screen mode for Chrome in Mac

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36 Steps to reproduce the problem: 1. Select "Always show Toolbar in Full Screen" in Mac 2. Play a video and enter fullscreen mode 3. Exit the video, and the toolbar disappears 4. The toolbar reappears once you hover over the top of the screen What is the expected behavior? The toolbar should stay in place when you exit a fullscreen video What went wrong? Toolbar disappears after exiting a fullscreen video Chrome for Mac, even though "Always show Toolbar in Full Screen" has been selected. Did this work before? Reporter@ Thanks for the issue. Tested this issue on Mac OS 10.13.6 on the reported version 70.0.3538.110 and the latest Canary 73.0.3629.0 and unable to reproduce the issue by following the below steps. 1.Launched Chrome and enabled "Always show Toolbar in Full Screen". 2. Played a video on Youtube and entered into fullscreen mode. 3. Exit the fullscreen video and could observed that the toolbar is present. Attached is the screen cast for reference. Request you to check and confirm if anything is missed from our end in triaging the issue. Also request you to retry the issue on a new chrome profile without any apps/extensions and update the thread with the observations. Thanks..
