VK isn't as capable and is inconsistent with HK

Chrome Version       : 71.0.3578.57

Turning on "Accessibility Keyboard" gives me a few more keys, but it's still not consistent with the hardware keyboard.

"Caps" is present, by HK has no "Caps" key.
Up/Down-arrow keys are missing.
There is no ESC key.
[]|:',. and / don't show what they will change to when Shift is pressed.

On "HK" there's a "search key", not caps key. Paul could you help triage? Thanks!
