Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36 Steps to reproduce the problem: 1. open https://chrome.google.com/sync?hl=en-US 2. refresh page 3. Last time synced will change to just now every time you refresh page What is the expected behavior? dashboard last update time should only change if you have forced synced or every 4 hours or sync is uploading new data What went wrong? sync dashboard last update time after refreshing page says JUST NOW every time you refresh page Did this work before? N/A Chrome version: 70.0.3538.110 Channel: stable OS Version: 10.0 Flash Version: i'm pretty sure it was working before correctly

Hi! Thank you for reporting! Are you sure that you are not actually syncing? E.g. there could be another device or you can have history sync enabled and refreshing a page may cause a sync. You could open chrome://sync-internals/ > Traffic Log in a different window and check whether refreshing https://chrome.google.com/sync?hl=en-US causes a "commit" request there (i.e. syncing up). This would explain the change of the last sync time.

any chance you bookmarked this page? Bookmarks keep internally track of the last visited timestamp. Any time you reload a bookmarked page, it's sync data gets updated, which causes a sync cycle.
