Extremely slow scrolling with SVG background image

Issue description

Chrome Version: 72.0.3626.0
OS: MacOS 1014.1

What steps will reproduce the problem?
(1) Visit this web page
(2) Scroll (Sometimes the effect takes a while to kick in).

What is the expected result?

Scrolling is smooth

What happens instead?

Scrolling is super janky.

This is observable in Chrome DevTools. See attached screenshot. There are a bunch of scroll updates that take around 2 seconds,

The same page is smooth in Chrome stable on the same machine.

OK, it is because of the SVG background image.

Is this on a HighDPI mac? Also, have you tried the latest Canary? Scrolling seems smooth on a high-DPI MBP on 73.9.3629.0 for me.

Is there anything confidential here or can I remove restrict-view-google?
Yep, a HiDPI Mac. It appears fixed in latest canary. It was broken for a week+. I'll keep an eye out on it.

Yep, please remove restrict. I applied it by accident (default) and can't remove it myself.

Today I see a slightly different bug: When you switch away from the tab and then go back the page looks like this:

It gets applied automatically for @google accounts and can't be removed. FYI, you can add "allpublic" to labels to make it public.

I'm not seeing that either. I tried with 73.0.3629.0 on MBP: opened https://2019.jsconf.eu/scholarships/, opened a different tab, ctrl-tab between them. Are there more detailed repro steps?
