I can not click webpushes if it's in Windows Notification Center

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36 Steps to reproduce the problem: Send a webpush notification. You can click webpushes if It appears on the desktop But It just dissapear and doesn't open any URL if it's in Notification center. What is the expected behavior? It must be open the given URL when I click webpushes in notification center What went wrong? It doesn't open webpush URL if webpush is in windows notification center. I'm not sure if this bug is related with Chrome or Notification Center. Did this work before? N/A Does this work in other browsers? Tried testing the issue on reported chrome version #70.0.3538.102 using Windows10 by following below steps. Steps: ===== 1.Launched chrome. 2.Navigated to "https://web-push-book.gauntface.com/demos/notification-examples/". 3.Clicked on "open window" button. 4.Received a notification with URL. 5.Clicked on notification, it navigated to a new tab. Attached screencast for reference. @reporter: Could you please review attached screencast and let us know if anything is being missed here. Requesting you to provide a sample URL or a file that reproduces the issue so that it would be really helpful in triaging the issue further. Thanks.!

I read through the Microsoft thread. It may have something to do with the notification_helper process but I am not sure at this point. I will take a detailed look shortly.

Hi, if notification is on Desktop it works normally. You should click the right arrow (->) to move the notification to the Notification Center. If you click notification on the windows notification center it just dissapear and doesn't open any URL.

BTW I tried many push providers notification. (OneSignal, PushPad, PushCrew, etc..) all of them has the same issue. You can click and open the URL when notification is on desktop but it just disappears and doesn't open any URL if it's in windows notification center. We are a push provider as well. We track all push clicks and goals thru push click on website. what I can say is our general click rate is normal but Goals on website thru webpush affected dramatically. Numbers on our system look like it calls our tracking URL on click event in service worker but doesn't open any URL. BTW We have a windows test device. So we have the same issue on the device. If you need any information I can test it on the windows device and give you the results.

Re 9: I borrowed a machine with OS 17134, and yes I could repro the issue. I highly suspect this behavior of notification activation is controlled by Microsoft/Windows code, rather than ours. We will reach out to the Microsoft dev in another thread. FWIW, we didn't change any of the Win10 native notification functionality since its launch in late August. Thank you for reporting the issue!

ozgurh@: Could you provide your OS build information? Type winver in command prompt and you will see it. Thanks!

You can also run winver from the start menu. Just click the start menu and start typing 'winver' and it should find the command. Then just click it or type Enter to run the command.
