Right-hand side of flowing text gets ellipsized instead of wrapped

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36

Steps to reproduce the problem:
1. Open the attached test case

What is the expected behavior?
That the entire text is displayed or wrapped, with no omissions in the middle

What went wrong?
The text wasn't wrapped properly—see attached screenshot for rendering on Mac OS 10.13.6

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 70.0.3538.110  Channel: stable

I'm guessing this has to do with an intersection between overflow: hidden and non-integer font sizes, but I don't know enough about the internals to venture as guess as to why

Thanks for filing the issue!

Able to reproduce the issue on reported chrome version 70.0.3538.110 and on the latest canary 72.0.3626.0 using Mac 10.14.1 and Windows 10.
Note: Issue isn't seen on Ubuntu 14.04

As the issue is seen from M60(60.0.3112.0) considering it as Non-Regression and marking it as Untriaged.

Thank you, confirmed too. Works as expected when LayoutNG is enabled, but not in the stable release without LayoutNG.
