[Tab loading animation] The blank favicon is to see during the drop-in animation

Issue description

Chrome Version: Canary Version 73.0.3627.0 
OS: macOS 10.14.1

What steps will reproduce the problem?
(1) Delete all browsing history and cache.
(2) Search for something e.g. "test" in the Omnibox or visit a page.
(3) Take a look at the new favicon animation.

What is the expected result?
To see first the placeholder, then the expected favicon.

What happens instead?
Between the placeholder and the expected favicon, the blank favicon (the one with the fold in the right corner) appears for a short time. To see two different favicons during the animation looks not so nice :(

Maybe the switching between these two favicons is also the reason why the animation sometimes looks not so smooth and causes the stutter that I mentioned in  issue 903806 ?

Yes, this is a known issue regarding loading of the favicon. It also currently happens in stable with the existing spinner > favicon. We just do a straight swap from default to actual when available. 

The favicon isn't always ready when the page is complete and we show the animation. Technically I would include the favicon as part of the page load, but it doesn't seem to be the case.
