software flagged malicious, but there is nothing malicious in it.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36

Steps to reproduce the problem:
1. We checked the source code, the InnoSetup script and also use our certificate re-signed it (Issued by DigiCert, http://www.digicert.com), but the same result.
2. And also we searched on StopBadware, and there is no any block records with our website and software.
3. We upload the file to VirusTotal, noting was found.

If your site is having issues with Safe Browsing, you should read through https://support.google.com/webmasters/answer/3258249?hl=en&ref_topic=4596795 and follow the steps there. That should allow you to check whether Google has detected unsafe files on your site, as well as detail paths to remediate the issue.

That said, if there is a bug here in how safe browsing is applying to this file, it is failing closed and does not appear to be a security vulnerability, so I'm switching this over to (potentially) be a regular functional bug.

The download currently returns a SAFE verdict and is not blocked. I believe this was resolved. apowersoft888@, are you still able to reproduce the warning?
