improve crostini cold startup time

Steps to reproduce the problem:
1. Shut down and start your pixelbook
2. Click on the terminal icon
3. It shows it's loading. After first terminal opens, the next ones don't take time.

What is the expected behavior?
Terminal should open instantly.

What went wrong?
Terminal takes time to load. 

Did this work before? No

Summary: improve crostini cold startup time (was: Crostini terminal takes time to load after restart)
the behavior described is entirely expected.  not sure if we have a bug currently tracking cold startup times, but we've been looking at lots of random things to improve it.

at the end of the day though, cold startup time is always going to be slower.
