Add a user flow during login: focus contrast low/not perceivable for many buttons

Issue description

Google Chrome	72.0.3623.3 (Official Build) dev (64-bit)
Firmware Version	Google_Eve.9584.174.0

Steps:
# Add a person on a Chromebook login screen 
# Select More Options to go through flow for a new user, move through dialogs
Expected: focus is perceivable
Actual: many buttons have a barely different shade of blue indicating focus such as the "Next" button in one screenshot below. Some such as the attached Done button in the screenshot have no focus indication at all. 

No way to save screenshots on the login screen. Since these are literal photos of the screen and not screenshots, I'm not able to measure the exact color contrast ratio automatically. However, the colors appear to be too low to my eye, please either take a measurement against the screen itself or provide me with a screenshot so I can take the measurement myself.
