llvm: Figure out migration from 8 to 9 |

Issue descriptionCL https://chromium-review.googlesource.com/c/chromiumos/overlays/chromiumos-overlay/+/1351315 updated llvm/clang SLOT from 0/8.0 to 8, to match what Gentoo does.
