Files app: no way to use sort by column header with keyboard only

Issue description

Google Chrome	72.0.3593.0 (Official Build) dev (64-bit)
Firmware Version	Google_Caroline.7820.384.0

# Launch the Files app 
# Use tab and arrow keys to move through interface
Expected: way to access the column headers so that you can sort by name, size, type, etc. 

Actual: no way to sort using keyboard only. Also applies to screen reader users.

Expected: way to access the column headers so that you can sort by name, size, type, etc. 

Actual: no way to sort using keyboard only. Also applies to screen reader users, they can get to the words name, size, etc. using linear navigation but pressing enter or space does nothing, columns do not sort.
