Files app: text contrast is too low when focus highlight is under it

Issue description

Google Chrome	72.0.3593.0 (Official Build) dev (64-bit)
Firmware Version	Google_Caroline.7820.384.0

Open Files app
Use the tab key to put focus on any of the icons on the right such as "sort options"
Expected: contrast ratio is at least 4.5:1
Actual:
Foreground: #eaf3ff
Background: #5f85da
Ratio: 3.21

Hi Gogo,

Can you help us with this contrast issue - what colors should we be using here? (I guess it applies everywhere, not just here?)

We might want to fix this soon even though GM2 may dictate entirely new look and feel for the files app in the future.
