Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) snap Chromium/70.0.3538.110 Chrome/70.0.3538.110 Safari/537.36 Steps to reproduce the problem: 1. Try to input Japanese on any open tab that allows text entry. What is the expected behavior? I can input japanese into gsuite apps or any browser tab with input. What went wrong? only roman (english) characters are displayed. (Other applications in ubuntu work with japanese text without issue, including the Slack (snap) app. Did this work before? Yes Chrome version: 70.0.3538.110 Channel: stable OS Version: ubuntu 18.04 (snap used) Flash Version: I can no longer work with google suite anymore... probably will have to uninstall chromium and move to firefox or chrome.

Reporter@ Thanks for the issue. Tested this issue on Ubuntu 17.10 on the reported version 70.0.3538.110 and the latest Beta 71.0.3578.75 by following the below steps. 1. Launched Chrome in Japanese language and changed the Keyboard layout to Japanese. 2. Entered text in the omnibox and could observe that english characters are being entered. Attached is the screen cast for reference. This behavior is observed from M-60 chrome builds. Request you to check the screen cast and confirm if this is the issue which is being reported. Thanks..

Yes, with the japanese keyboard, and japanese text entry selected I'm only able to input english/japanese as the video shows. (as a separate issue when I tried to attach a file image to this issue, when I click "Attach a file" then select "Open File" (dialog button shows in Japanese) chromium crashes...)

shane.cousins@ Thanks for the update. Able to reproduce the issue on Windows 10 and Ubuntu 17.10 on the reported version 70.0.3538.110 and the latest Canary 73.0.3630.0 as per comment #2. Issue is not observed on Mac OS 10.13.6. This is a Non-Regression issue as this behavior is observed from M-60 chrome builds. Hence marking this as Untriaged for further updates from Dev. Thanks..
