ctrl-s causes all windows to close (crash)

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) snap Chromium/70.0.3538.110 Chrome/70.0.3538.110 Safari/537.36

Steps to reproduce the problem:
1. on any open tab press "ctrl-s"

What is the expected behavior?
not crash

What went wrong?
the whole browser (multiple windows included) crashes/closes, and when re-opened the message, "chromimum wasn't closed correctly, retore tab?" is displayed.

Crashed report ID: no id seen

How much crashed? Whole browser

Is it a problem with a plugin? N/A 

Did this work before? Yes version prior to the end of november 2018 update.

Thanks for filing the issue.
Unable to reproduce the issue on ubuntu 16.04 using chrome reported version- 70.0.3538.110 as per above steps.No crash observed when we press ctrl-s while multiple tabs open.Issue might be specific to Ubuntu 18.04.As Ubuntu 18.04 is not available with us, routing to MTV team to take a look. 

Consistently crashes with ctl-s here with the ubuntu 18.04 snap.

Also, may be related, trying to attach a file to the issue, also crashes chromium. (image attached via firefox)

I click "Attach File" and then click the "ファイルを選択” button, and everything crashes.

(I've been using chromium consistently and happily for about 4 months now, but the end of Nov update seems be be causing a lot of issues for me..)
