Choosing files from Google Drive via File Picker result in Symbolic Links being uploaded

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11151.45.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.71 Safari/537.36
Platform: 11151.45.0 (Official Build) beta-channel samus

Steps to reproduce the problem:
1. Open a page with a FilePicker (like drive.google.com or meet.google.com) 
2. Choose Upload
3. Select the Google Drive within the File App and choose a file

What is the expected behavior?
A) if Drive is unavailable (offline) the My Drive should not be available.
b) if Drive is available the Drive file should be uploaded in place of the "symbolic link"

What went wrong?
Symbolic Link with a random ID (not the file ID) is uploaded.  File has 0 bytes and is empty.  If file is uploaded to Google Drive, the name is retained, but the "ID" cannot be found.

Other file that was uploaded to Meet (instead of Drive as in the video) changed the name to "VENFQSBTeXNBZG1pbiBZQU1NLmdzaGVldA==" where the Drive File ID was "1wXbBifJeuEdjWxxCPIWkonQwvyO5K6f8uMQ90E-qyyk".
