As per https://github.com/whatwg/fetch/issues/737, we should collect metrics for the number of redirects a request through that at any point in the redirect chain, go from Same-Origin => Cross-Origin => Same-Origin at least once. We'll want to do this for {Frame, Worker}FetchContexts.
