fix _AddJobsMatchedToHostsAlert: did not fire for issue 902158

This is follow up for go/chops-pm-102

_AddJobsMatchedToHostsAlert is broken http://shortn/_1eGhSYfeI5

It should have fired during issue 902158 but did not.
This alert is our primary protection against shards getting no new jobs because of a variety of issues (db replica failure as above, host_scheduler bug on shards...)

pm follow up => default P1

Aviv says that this alert did fire.
But there were two issues:

- long latency before firing this alert
- there were 100s of alerts, maked behind lots of other alerts.
