SplitCache: Get TopFrameOrigin for dedicated workers

Dedicated worker: pretty straight forward, use the top frame origin of the page that created it.

Shared worker & Service Worker: perhaps use the top frame origin of the clients if they all match? Not sure what to do if they don't.
