Opening a tab in the background keeps the background color of the last tab while still loading

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36 Example URL: Steps to reproduce the problem: 1. Go to any page that has a link 2. Open a link on a new tab 3. Switch to that tab before any content starts rendering What is the expected behavior? A blank background color (probably white), until the page loads and the color can be replace with whatever the website provides. What went wrong? The page shows the background color of the previous tab selected before switching to it. Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? N/A Does this work in other browsers? N/A Chrome version: 70.0.3538.110 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Load both files in a PHP server for it to work, and open anypage.html.

eldorado.luiz@ Thanks for the issue. As this is out of scope of triaging at TE end and PHP server setup is not available at TE end, adding 'TE-NeedsTriageHelp' label and requesting the appropriate team to look into the issue and help in further triaging. Thanks..

-Internals>BackgroundTaskScheduler as it corresponds to the Android's background scheduling API. Maybe we should add Blink>Scheduling>BackgroundTabs tag?+
