A11y: Currently active tab does not receive focus when tabstrip receives focus

chrome: 72.0.3610.2 (Official Build) dev (64-bit) (cohort: Dev)

Steps to repro:
# Open three tabs
# switch to the middle tab on the tabstrip
# Press  f6 to move focus to the tabstrip

Expected: Focus moves to the currently active tab on the tabstrip

Actual: Focus always moves to the left-most tab
