Aria-atomic=false is working like aria-atomic=true for updates to children with Voiceover

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36

Steps to reproduce the problem:
1. Create a parent div with attributes aria-live='polite' and aria-atomic='false' aria-relevant="additions text"
2. Enable voiceover
3. Dynamically add children p text elements into this parent div one at a time

What is the expected behavior?
Only the newly added element should be announced with voiceover.

What went wrong?
All of the children elements in the parent div are announced with voiceover instead of just the newly added child element.

Did this work before? Yes Should have been working a month ago I think?

Does this work in other browsers? Yes
