We would like to switch from pulling the Fuchsia SDK from a GCS bucket to pulling it from CIPD, e.g. by:

1. Adding a feature to our update_sdk.py script to determine the "latest" hash.
2. Updating the auto-roller to use that rather than determining the latest hash itself, for our configuration.
3. Modifying the script to work with CIPD instead of GCS.
