Get Help App: no way to switch categories + scroll text with keyboard only

Google Chrome	72.0.3593.0 (Official Build) dev (64-bit)
Firmware Version	Google_Caroline.7820.384.0

# Navigate the app using the tab button and arrow keys 
Expected: way to switch categories on the left and then switch into the text to scroll it
Actual: tab brings you through all of the categories then all of the article text. Very hard to navigate and use with keyboard only. 

Also applies to screen reader users

Need some clarification.

I tried the following.
1. Open get help.
2. Press down arrow.
Result: content area scrolls

1. Open get help.
2. Press Tab
3. Press Shift+Tab 3 times
4. Press up/down arrows.
Result: category changes

Seems that it is possible to navigate, but very confusing.
