Blink.IntersectionObservation.UpdateTime 90th %ile regressed by 50+%

I don't see a smoking gun but this seems like the most likely:
Enable implicit root scroller in stable

This seems to be android-specific which further implicates the implicit root scroller.

Thanks for finding this. I've recently reverted that patch (it's not approved to ship yet so I enabled it to find issues like this). I'll monitor over the next few days, if it falls it'll implicate my CL - otherwise it's probably something else.

So I reverted the above change in 9deef45cc5f77319506088554cd40aa521e9df8d which shipped in 72.0.3624.0. Doesn't look like that helped the metrics. Over to szager@ to have another look.
