ChromeVox does not receive focus events from the ash tree after opening a browser window

- run chrome --enable-features=SingleProcessMash
- press alt+shift+l
- observe ChromeVox verbalizes "launcher"...
- press ctrl+t
- press alt+shift+l


result:
ChromeVox says nothing

expected:
ChromeVox says "launcher" once again.

ChromeVox never receives a focus event after the last user keystroke.
