Wifi tab is mainly disabled; when I click to re-eneable, it disables automatically in a second or two

Issue description

Steps to reproduce the problem:
1. Click wifi symbol at bottom right corner of OS
2. Click wifi icon arrow
3. Click white switch next to Wi-Fi

What is the expected behavior?
I will then be able to choose a wifi network to access.

What went wrong?
After a second on, the switch next to Wi-fi automatically switches off.

I have restarted the laptop, accessed as guest, and only resently did a hard reset.  This last seems to have mostly worked, but yesterday the same problem appeared while on campus.  I have a suspicion that the problem may be environment sensitive (it seems to work in my apartment, but (after walking in cold), it seems to fail when I get to campus).  However, the problem only started with the last update to this laptop.  The unclear correlation is that this last update it received was in late autumn.  When my laptop is warm, it seems inconsistent as well.  I am not sure whether this is a hardware or a software problem.  (If hardware, I would appreciate suggestions of alternative ways to access wifi, such as a comparable usb-wifi alternative that is compatabile with a chromebook)

Update: I initiated this request form while I was at my apartment - my wifi was working then.  I have come to a nearby coffee shop, and the wifi is disabled, and won't turn on.  
What changed to my immediate knowledge: 

1. I restarted my laptop
2. I walked in the cold
3. Maybe it shook in my bag.
