What steps will reproduce the problem?
(1) Have a bot in "quarantined" state
(2) Trigger a "Terminate" task either through UI or through the API
(3) You'll see the task stays in pending state and that there is one bot that matches the dimensions (bot id) but it is in quarantine state. 

What is the expected result?
The bot should terminate cleanly (call on_bot_shutdown hook)

What happens instead?
Nothing.
