Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3625.0 Safari/537.36 Steps to reproduce the problem: 1. Go to chrome://cast What is the expected behavior? A display of all Chromecast devices and ability to control and manipulate them What went wrong? chrome://cast immediately redirects to chrome://cast#offers and now just returns a message saying no special offers are available Did this work before? Yes 70.0.3538.110 Chrome version: 72.0.3625.0 Channel: n/a OS Version: OS X 10.14.1 Flash Version:

Able to reproduce the issue on the reported chrome 72.0.3625.0 andlatest canary 73.0.3628.0 using Windows 10 and Mac 10.14.0. Below is the bisect information for same.Note: Issue not observed on Ubuntu, as we are getting site can't reached.
