Color unicode symbols are rendered black and white

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:63.0) Gecko/20100101 Firefox/63.0

Steps to reproduce the problem:
Open any web page which contains colored Unicode symbols.

What is the expected behavior?
Colors!

E.g. http://jrgraphix.net/r/Unicode/2600-26FF

What went wrong?
No colors!

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? No 

Does this work in other browsers? Yes

Chrome version: 70.0.3538.110 (Official Build) (64-bit)  Channel: stable
OS Version: Fedora 29 64

The appearance depends on the actual font used.
Firefox has a built-in "Twemoji Mozilla" font.
Chrome seems to rely on the client OS so the users have to extend it manually:

So the issue may be considered a feature request for Chrome to include a modern emoji font.

As per commnet #1, this is a feature request for Chrome to include a modern emoji font.
Hence marking this as Untriaged for further updates from Dev.

Chrome does not bundle fonts and instead defers to the OS for consistent rendering and improved coverage. We have no plans to bundle fonts at this time.
