Issue descriptionChrome Version: 72.0.3626.0 Revision edf89be4ed3da140d2558a9a575ca0e6da65e5de-refs/branch-heads/3626@{#1}(32/64 bit) OS: Windows (7, 8, 8.1, 10), Mac (10.13.1, 10.13.6, 10.14.2) & Linux (14.04 LTS) What steps will reproduce the problem? (1) Launch chrome and open few (atleast 10) webpages on every new NTP. (2) Now Observe the Most Visited section thumbnails. Actual: Most Visited webpages thumbnail are not seen on NTP after visiting webpages on every new NTP. Expected: Most Visited webpages should be seen on NTP after visiting webpages on every new NTP. This is a Regression issue broken in 'M72' and providing the bisect info below: Good Build: 72.0.3625.0 Bad Build: 72.0.3626.0 You are probably looking for a change made after 612023 (known good), but no later than 612024 (first known bad). Update: With respect to comment #1: @kristipark: No flags should be enabled for this issue to reproduce. Issue is not seen on first run, corrected steps are given below: Steps to reproduce: (1) Launch chrome and open few (atleast 10) webpages on every new NTP from Google Properties. (2) Visit all the opened webpages and open 1 New NTP (here thumbnails are seen). (3) Now remove the current user from 'Manage People'. (4) Repeat above steps for 2-3 times (here we observe the Apps from Google Properties have a Blue underline). (5) Now Observe the 1 New NTP (no thumbnails are observed for opened webpages). After trying to reproduce: - Only happens in a new user directory - Issue persists even after creating new profiles - Fixed after Chrome is restarted - Only in remote NTP @Ramya, was there a bug tracking this first run in a new user directory issue?

Sorry, I missed the question in #5 - I don't think there's a bug tracking a first run issue similar to this. However, I also cannot reproduce this in 72.0.3626.28 (on the remote NTP). @reporter: Can you still repro? If so, can you confirm whether it's only on remote, or also on local? chrome://flags/#use-google-local-ntp
