Chrome version :72.0.3626.0 (Official Build) edf89be4ed3da140d2558a9a575ca0e6da65e5de-refs/branch-heads/3626@{#1}(32/64 bit)
OS:  Win(7,8,8.1,10) ,Linux(14.04 LTS) and Mac(10.13.1 , 10.13.6 , 10.14.2).

What steps will reproduce the problem?
1. Launch chrome and navigate to 'chrome://flags'.
2. Now open NTP ,click on 'Gear' icon and click on 'chrome backgrounds'
3. Press down arrow key to bring focus on tile and press enter key.
4. Again press down arrow key and long press enter key.
5. Observe.

Actual  : Ripple effect on 'Chrome background' tiles is not seen.
Expected: Ripple effect on 'Chrome background' tiles should be seen on long pressing enter key.

This is Non-Regression issue seen from ‘M-71’  from build #71.0.3539.0.

Note: Above issue is seen only on Remote NTP.
