Regression : Default favicon icon is not seen for “Untitled” tab.

Issue description

Chrome Version : 72.0.3626.0 (Official Build) edf89be4ed3da140d2558a9a575ca0e6da65e5de-refs/branch-heads/3626@{#1} 64 bit
OS : Mac(10.13.6, 10.13.1, 10.14.2)

Test URL : https://msu.edu/~urban/sme865/resources/embedded_pdf.html

What steps will reproduce the problem?
1. Launch chrome, navigate to above test URL and scroll down the page.
2. In PDF, right click on “urban@msu.edu” link and open it in new tab. (New blank tab opens)
3. In newly opened tab, right click and open ‘Cast’ overlay.
4. Now, switch to adjacent PDF tab and observe the favicon icon of a “Untitled” tab. 

Actual Result : Default favicon icon is not seen for “Untitled” tab when another tab is active.

Expected Result : “Untitled” tab should have a default favicon icon even when another tab is active.

This is a regression issue broken in M-70 and below is the bisect information:
Good Build : 70.0.3503.0 (Revision : 578160)
Bad Build : 70.0.3504.0 (Revision : 578510)

Note:
1. This is Mac OS specific issue.
2. Issue is reproducible in Stable #70.0.3538.110 and Dev #72.0.3622.0

I don't think the cast step or the PDF step have anything to do with this bug - the real issue is that the link is a mailto: link, which does not have a favicon; the apparent favicon when the tab is foregrounded is just a blank space. I don't think that tabs without content (like ones that are navigating to external schemes) should have favicons at all, so WontFix.
