What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://version and reload the page.
2. Observe Favicon icon while page gets reloaded.

Actual: Favicon icon is seen chopped while reloading the page.
Expected: Favicon icon should not be seen chopped while reloading the page.

This is a regression issue, broken in M-72 series, and below is the per-revision bisect info:

Good Build: 72.0.3624.0(Revision:611431)
Bad Build: 72.0.3625.0(Revision:611977)

You are probably looking for a change made after 611474 (known good), but no later than 611475 (first known bad).
