What steps will reproduce the problem?
(1)Recover build>> In Connect to Network screen, Click on any WiFi network and give password>> Click on Connect and while the network is getting connected, click on 'Back' button for the welcome screen and osberve

Actual: When the Network gets connected, even when we are in welcome screen, it's navigating to Google OS terms screen
Expected: When network is getting connected, if we click Back, even when network is connected, it should stay in welcome screen only

This is a Regression issue as same is working fine in M69

NOTE: Issue is also seen in M70 and M71
