Regression: Focus does not travel to blocked location site on 'chrome://settings/content/location' after pressing tab key.

Issue descriptionChrome Version: 72.0.3626.0 (Official Build) edf89be4ed3da140d2558a9a575ca0e6da65e5de-refs/branch-heads/3626@{#1}(32/64 bit) OS: Win(7,8,8.1,10) OS. What steps will reproduce the problem? 1.Launch chrome ,navigate to 'https://permission.site/' and click on 'Location' tab. 2.Click on 'block' button on location overlay. 3.Press 'F6' to bring focus on omnibox and press tab key until focus reaches to blocked location icon in omnibox. 4.Press enter key and press tab key until focus reaches to 'Manage' button and press enter key. 5.Again press tab key and observe. Actual : Focus does not travel to blocked location site on 'chrome://settings/content/location' after pressing tab key. Expected: Focus should be seen on blocked location site on 'chrome://settings/content/location' after pressing tab key. This is a regression issue broken in ‘M-71’ and below is the 'Chromium bisect' information: Good Build: 71.0.3554.0 Bad Build : 71.0.3555.0 Unable to provide bisect using per-revision script as it shows "We don't have enough builds error message" ,hence providing bisect using chromium bisect.
