OS : Mac(10.13.6, 10.13.1, 10.14.2), Windows(7,8,10) & Linux(14.04 LTS) OS.

Pre-condition: At-least 1 password entry should be present in chrome://settings/passwords

Steps to reproduce:
1. Launch chrome and navigate to chrome://settings/appearance and change the font size to very small.
2. Now, navigate to chrome://settings/passwords and decrypt the password.
3. Press tab to bring focus to decrypted password and observe.

Actual Result   : Blue focus ring of password entry does not change it's size on changing the font size.
Expected Result : Blue focus ring of password entry should vary according to font size as seen for 'Website' Name.

This is a regression issue broken in M-70 and below is the bisect information:
Good Build : 71.0.3548.0 (Revision : 589800)
Bad Build  : 71.0.3549.0 (Revision : 590119)

You are probably looking for a change made after 590042 (known good), but no later than 590043 (first known bad).
