Regression:Removed address entry is seen again on chrome://settings/autofill after enabling 'Save and fill addresses' option.

Issue descriptionChrome Version: 72.0.3626.0 (Official Build) Revision edf89be4ed3da140d2558a9a575ca0e6da65e5de-refs/branch-heads/3626@{#1}(32/64 bit) OS: Windows(7,8,8.1,10), Mac(10.13.1, 10.13.6, 10.14.2) Pre-condition: Should be signed in to chrome browser. What steps will reproduce the problem? (1) Launch Chrome, navigate to chrome://settings/autofill. (2) Ensure that 'Save and fill addresses' option is ON. (3) Click on 'Add' button and add an address. (4) Now click on the toggle button for 'Save and fill addresses' and make it 'OFF'. (5) Click on the 3 dot (more actions) icon corresponding to the newly added Address and click on 'Remove' option to remove the entry. (6) Now again click on the toggle button for 'Save and fill addresses' and make it 'ON' and observe. Actual Result : Removed address entry is seen on enabling 'Save and fill addresses' option. Expected Result: Removed address entry should not be seen even after enabling 'Save and fill addresses' option. This is a Regression issue seen from 'M-70' and providing the chromium bisect info below: Good Build : 70.0.3522.0 (Revision: 582756) Bad Build : 70.0.3523.0 (Revision: 583083) You are probably looking for a change made after 582930 (known good), but no later than 582942 (first known bad).
