Pixelbook not 'forgetting' unpaired bluetooth devices

Reported by charley9...@gmail.com, Nov 30

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11021.81.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36
Platform: Platform	11021.81.0 (Official Build) stable-channel eve

Steps to reproduce the problem:
1. turn on Pixelbook's bluetooth whilst near a new and active bluetooth device
2. cancel attempt to pair before successful
3. the active bluetooth device's id will continue to be shown with the trying to connect swirl alongside but no three dot menu available.
4. switch off pixelbook's bluetooth.
5. disconnect new active bluetooth device from mains power
6. turn on pixelbook's bluetooth and the unpaired device still shows even though it cannot be broadcasting a bluetooth signal
7. there is no menu available to get the pixelbook to forget about the unpaired device; it is as if the pixelbook remembers the device

What is the expected behavior?
the pixelbook should have no record of the unpaired device

What went wrong?
the pixelbook continues to show the unpaired device even when that device has no power

Did this work before? N/A
