Regression: Ripple effect is missing while hovering on Close icon in Overview mode

Chrome Version: 72.0.3625.0/11314.0.0  dev-channel Candy,Blaze,Celes
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Have some Windows open 
(2)Click Overview mode button and hover on close icon and observe ripple effect is missing

Actual: Ripple effect is missing while hovering on Close icon in Overview mode
Expected: Ripple effect should be seen

This is a Regression issue as same is working fine in 72.0.3612.0/11288.0.0 dev

It's a regression, but I can't repro on ToT. I vaguely remember fixing it but I can't find the CL. Marking as fixed since cannot repro.
