What steps will reproduce the problem?
(1) Launch chrome, navigate to above URL and click on 'ADD TO CHROME' button.
(2) After applying theme, observe the tab-strip.

Actual Result  : Separator line is seen over tab strip area after applying theme.
Expected Result: Separator line should be seen below tab strip area after applying theme.

This is a regression issue, broken in 'M-69', below is the chromium bisect info:
Good Build:69.0.3472.0(Revision:569949)
Bad Build :69.0.3473.0(Revision:570288)

You are probably looking for a change made after 570216 (known good), but no later than 570235 (first known bad).
