Non-Regression : Unnecessary 'Paste' option is seen in Context Menu even after deleting files and closing Files App

Issue description

Chrome Version: 72.0.3625.0/11315.0.0  dev-channel Candy,Blaze and Celes
OS: Chrome

What steps will reproduce the problem?
1)Sign into User -> Open Files app and press 'Ctrl+F5(Overview Mode Button)' for screenshots  or download images -> press 'Ctrl+A' to select all ->
2)Now click on 'More..' menu -> Select 'Cut' or 'Copy' option -> now delete all files in files app -> close Files App and again open Files app 
3)Now right click for context menu -> observe unnecessary 'Paste' option and on clicking nothing happens

Expected: Unnecessary 'Paste' option should not be seen after deleting files and closing Files App
or
On clicking 'Paste' option  files should be pas
ted 
Actual: Instead unnecessary 'Paste' option is seen and on clicking nothing happens

This is Non-Regression Issue seen from  M-62
