What steps will reproduce the problem?
1. Open the Files app and browse to the Downloads folder
2. Right click using 2-finger tap

What is the expected result?

A dialogue box appearing showing options to copy / create folder etc


What happens instead of that?

No dialogue box appears in the root folder - but does for sub-folders.
