Regression: Focus ring on close icon of thumbnail is not seen properly.

OS: Windows(7,8,10)

What steps will reproduce the problem?
(1) Launch chrome, open NTP and press 'Tab' key upto focus reaches to Close icon of thumbnail.
(2) Observe focus ring on it.

Actual: Focus ring on close icon is not seen properly.

Expected: Focus ring on close icon should seen properly.

This is a regression issue, broken in 'M72', will soon update the other info:

You are probably looking for a change made after 612023 (known good), but no later than 612024 (first known bad).

What flags do you have enabled? It looks like this is the NTP with all birthday flags disabled (i.e. ntp-icons, ntp-custom-links, ntp-backgrounds, ntp-ui-md).

With respect to comment 3:

@kristipark: Issue is reproducible on fresh launch chrome, as thumbnail with close icon observe on NTP in fresh launch. No need to enabled any flag to reproduce above issue.
